Better Unc Support

Remember inactive unc shares.
eMule normally unshares and forget drives and unc paths that are are not available when eMule starts. This feature puts those shared directories in a inactive share list.
The inactive list can be edited in the directory preference screen in the listox that normally shows the unc paths.
Disadvantage: Startup time increases because UNC shares have to wait for timeout EVERY startup.
